OSCAR IS TRIP FOR LAWRENCE

Jennifer Lawrence's performance in "Silver Linings Playbook" was flawless enough to capture the best actress Oscar. She wasn't so adroit in claiming the trophy.

Lawrence stumbled as she took the steps to the Oscar stage, falling to her knees in her flowing Dior gown. That drew a sympathetic ovation from the auditorium.

She remained endearingly flustered during her acceptance speech, thanking her family, those who worked with her on the film and wishing a "Happy Birthday" to a fellow nominee, Emmanuelle Riva of "Amour," who turned 86.

"Look at this dress. I tried to walk up stairs in this dress," Lawrence said of her white, floor-length gown. "I think I stepped on the fabric and they wax the stairs."

Lawrence said she thought of a "bad word" to say when she tumbled but kept it to herself.

She had already been bleeped by ABC when she let loose with a four-letter word while joking with Kristin Chenoweth on the red carpet.

Asked how she got ready for the day, Lawrence said it was "chaotic" from the start, with her family taking over the house to prepare for the big evening.

After fumbling for a more descriptive answer, she apologized: "I'm sorry. I did a shot."

ACTING GODS, TOGETHER

For a moment, it looked the Oscar stage had turned into the Mount Olympus of acting.

There stood the two reigning gods of the art, the man and the woman generally considered to be at the very top in the field today: Daniel Day-Lewis and Meryl Streep.

Though he's not known for comedy, Day-Lewis got a big laugh when he turned to Streep, who had just presented him his third best-actor trophy, and said he'd actually originally been slated to play Margaret Thatcher, the role Streep won the Oscar for last year in "The Iron Lady."

And, he added, Streep had actually been director Steven Spielberg's original choice for Abraham Lincoln.

"I'd like to see that version," Day-Lewis quipped.

With his win for "Lincoln," Day-Lewis became the first person to win three best-actor Oscars. Streep has won three Oscars too, one of them as supporting actress.

ONION CRITICIZED FOR JOKE

A tweet from The Onion about the 9-year-old star of "Beasts of the Southern Wild" is drawing criticism for being tasteless, even amid the constant social media satire of the Oscars.

The satirical newspaper called Quvenzhane (kwuh-VEHN'-juh-nay) Wallis an expletive intended to denigrate women. The joke was meant to parody how beloved Quvenzhane is, but many thought the language inappropriate for discussing a child.

The Onion deleted the tweet about an hour after it was posted. Still, that was enough time to create a firestorm online, with many saying the remark crossed a line.

A spokeswoman for The Onion didn't immediately respond to a request for comment.

Not everyone thought the tweet went too far: It was retweeted more than 500 times and favorited by some 400 before being deleted.

MASTER-FUL EXIT

In recent years, everyone would head for the door as soon as the best picture winner ? the last Oscar category in the show ? was announced, leaving the winner with an empty room to thank.

This year, organizers hoped to get attendees to stick around until the end of the show for a closing performance from Seth MacFarlane and Kristin Chenoweth, which was dedicated to all the evening's Oscar losers.

"Ladies and gentleman, we ask that you remain in your seats after the last award for a very special closing number," a female announcer calmly announced during the show's final commercial break.

Well, one pair of "losers" weren't interested. "The Master" stars Joaquin Phoenix and Philip Seymour Hoffman bolted for the door at the beginning of the song.

THANKING THE 'MOVIE GOD'

Ang Lee had his priorities in order when he gave one of his first thank you's to the "movie god."

The Taiwanese director pulled off a huge upset when he won an Academy Award for directing "Life of Pi." He beat out front-runner and two-time Oscar winner Steven Spielberg.

Lee also gave a shoutout to the shipwreck story's lead actor, Suraj Sharma, but didn't thank the rest of the cast by name.

"I cannot waste this time talking about them," he said sheepishly.

He did slip in a quick mention of his agent, his lawyer and of course his wife.

"I have to do that," he said.

THE AVENGERS REUNITE

Just like the superheroes they played in the movie, Mark Ruffalo, Chris Evans, Robert Downey Jr., Jeremy Renner and Samuel L. Jackson huddled together backstage to get a plan together and of course joke around.

Downey suggested the stars of "The Avengers" bow as they headed onstage to make Oscar presentations. Or perhaps curtsy.

When a show worker asked Jackson to stand still so he could be wired with a microphone, the actor faced a backstage wall and pretended he was being frisked by police.

To pass the time, the superheroes watched Melissa McCarthy and Paul Rudd from a backstage monitor.

Suddenly Ruffalo asked, "Did we miss our cue?"

"You want to go out there with them?" asked Jackson.

After presenting two awards, the actors returned backstage, where Downey quipped, "Avengers disassemble."

Kristen Stewart ditched her crutches to hobble onstage as an Oscar presenter, appearing bored and disheveled in the process.

She and Daniel Radcliffe handled one of the less glamorous awards for production design. Stewart read her lines with a slouchy insouciance.

Just before going on, Stewart left a pair of crutches in the wings and apparently the backstage hairstylists didn't get ahold of her for a brushing. Her long brunette hair looked stringy.

The reaction on Twitter was swift and severe.

"Kristen stewart are you ok? And by that I mean where were the hash brownies before u got hit by bus (hash)bruise (hash)limp," tweeted comedian-actor David Spade.

Actor Joel McHale tweeted, "Kristen Stewart is limping because she sprained her ankle from being excessively disinterested."

Backstage, Stewart ran into supporting actress winner Anne Hathaway, who noted her crutches.

"I know, I'm an idiot," Stewart replied. "But congratulations!"

"Please tell me you're going on stage with those," Hathaway said, pointing to the crutches.

"Nope. I'm gonna hobble," said Stewart, explaining that she had stepped on glass.

It was maybe the next best thing to being there.

Down the road from the Academy Awards, musicians and models found common schmoozing ground at the Elton John AIDS Foundation's Oscar viewing dinner in West Hollywood.

Lithe supermodel Naomi Campbell sat next to music mogul Quincy Jones then gripped hands and chatted with Steven Tyler and the party host himself, Elton John.

Bono, wearing his customary tinted shades, gleefully kissed Jones on the top of his head, then hugged statuesque model Petra Nemcova.

"Elton's a warrior on the HIV, AIDS scourge, since before anyone can remember," Bono told The Associated Press. "Like Bruce Springsteen is 'the Boss', Quincy is 'the President.' He is so unique. And Elton is both 'the king' AND 'the queen.'"

BASSEY HITS IT OUTTA THE PARK

For all the sparkling young starlets and the edgy new host, it was none other than Dame Shirley Bassey who truly set the joint on fire early in the Oscar telecast.

The 76-year-old singer's rendition of the theme from "Goldfinger" ? or, as she sang so memorably, "GoldfinGAH" ? was a feel-good moment that won what was at the time the biggest ovation of the night.

Bassey, who recorded the song in the '60s to great acclaim, reprised it as part of the Academy's 50th anniversary tribute to the James Bond franchise.

On social networks, as people were debating vigorously how the telecast was going, there was no question as to how Bassey did: She was an unqualified hit.

Minutes after the performance, the singer and her song were trending on Twitter.

Radcliffe danced by himself. Theron dabbed at her eyes and Gordon-Levitt stood silently as Oscar host Seth MacFarlane delivered the Oscar show's opening monologue.

Then it was time to hit the stage.

"Thank God!" Theron said afterward as she let out a sigh of relief.

"You stepped on my dress," she told Tatum.

Radcliffe and Gordon-Levitt bear-hugged after their dance routine.

"We did all right! We did all right," they told each other.

"It felt good! How did it look?" Gordon-Levitt asked.

"Well done," Radcliffe told him.

To slide, plop or shimmy?

That's the dilemma that faced Amy Adams in her flowing Oscar de la Renta gown when she approached her front-row seat inside the Dolby Theatre before the Oscars began.

After greeting fellow nominee Phillip Seymour Hoffman in the row behind her with a big hug, "The Master" co-star tilted to her right side and sort of shimmied down into her seat.

While Jennifer Aniston and Samuel L. Jackson mingled with attendees nearby, Adams held court in her fluffy dove grey fabric cloud.

Across the aisle, Bradley Cooper rushed his mother to meet Jean Dujardin, who took home the best actor Oscar last year.

Alana Horowitz: Disney Princess Half Marathon Playlist (LISTEN)

One year ago, I'd hadn't run so much as a mile since the presidential fitness test in high school. I've never had a weight problem, and I'd always assumed that since I live in a city and walk everywhere, working out wasn't necessary. But then I started my first job and began sitting. A lot. Like, eight or nine hours a day. I felt tired and restless. So, I decided to sign up for a 5k and get in shape.

It wasn't easy, but music carried me through it. A playlist full of my favorite songs helped distract me from the monotony of running. Truth be told, Rihanna got me through the first mile I ever did without stopping to walk. It wasn't long before I could run the 3.1 miles with ease and confidence.

Now, a year later, I'm about to run my first half marathon: the Disney Princess Half Marathon. Yep, I'll be doing 13.1 miles from Epcot to the Magic Kingdom and back. I'll even get to run past Cinderella's castle. Before my last training run, I made a new playlist to help get me excited for the big day. It's got all of my favorite artists (from Mumford & Sons to Kanye), songs about being strong to keep me going during those challenging last few miles (like Christina Aguilera's 'Fighter') and, of course, plenty of Disney.

Hill-Murray football coach Mauer arrested in Fridley prostitution sting

Hill-Murray High School football coach Mark Mauer was arrested Tuesday evening by Fridley police during a prostitution sting.

Mauer, 54, of Woodbury, was one of 19 men and four women arrested in a two-day sting at the LivINN Hotel on Central Avenue NE., officials said. The women are charged with prostitution and the men with soliciting.

The suspects, none of whom live in Fridley, were booked Friday at the Anoka County jail.

Mauer, a member of a St. Paul clan well-known for its athletic success ? Minnesota Twins catcher Joe Mauer is his cousin ? was named coach at Hill-Murray last year and served as a major-gifts officer at the Catholic school in Maplewood.

According to the police report, Mauer arrived at the hotel Tuesday evening after making a date on the phone with an undercover officer, in response to an escort ad placed on an adult website. He agreed to pay her $100 for sexual intercourse, then left the room to get the money and was arrested.

Mauer told police that he was just ?messing around,? that it was ?stupid? to have gone there and that he had not intended to return when he left the room. Police said he was carrying Viagra pills.

In Mauer?s first season last year at Hill-Murray, he coached the Pioneers to an 8-3 record and the state tournament, where they lost a Class 4A quarterfinal to Holy Family.

He was head coach at Concordia University in St. Paul from 2004 to 2010 and compiled 40 victories, the most in the school?s history. Under Mauer, the team won its conference championship in 2005 and made two minor bowl appearances.

For a very brief time, Mauer was a St. Paul City Council member. After working as an aide to Council Member Dino Guerin, a childhood friend, Mauer was named to the council in 1997 when Guerin resigned to join the Ramsey County Board. But he canceled plans to run for the seat when, only a month later, he was offered a job as an assistant coach at North Dakota State University.

Mauer was a star quarterback at Harding High School in St. Paul and played football and baseball at the University of Nebraska. He has also worked as an assistant football coach at the University of Wisconsin and New Mexico State University.

This is the third time in recent years that a Hill-Murray employee has been accused of illegal sexual conduct. In 2010, former school president Joseph Peschges pleaded guilty to indecent conduct in connection with a police sting in a St. Paul park. Matthew Ricker, a former assistant boys basketball coach at Hill-Murray, pleaded guilty in 2007 to harassment for sending explicit messages to three players.

Wikipedia expects to offer SMSbased access within months

Wikipedia has long been pushing for access to its communal knowledge among those who can't afford the latest technology, going so far as to strike deals with carriers to deliver free mobile web viewing. It's set to expand that reach to those for whom any advanced cellphone is out of the question. In part through the help of a Knight News Challenge grant and South Africa's Praekelt Foundation, the non-profit's Wikipedia Zero effort will offer its content through SMS and USSD messages in the next few months. Curious users will just have to send a text message to get an article in response, with no web required at all. It's a big step forward for democratizing online information for those who may not even have access to a smartphone, although we're curious as to how it will handle large articles; we can only imagine the volume of messages when trying to look up the known universe.

CDC: Adults cut back fast food, but kids still eat too much fat

WASHINGTON (Reuters) - American adults have made a little progress in recent years in cutting back on calories from fast food, but children are still consuming too much fat, U.S. health researchers say.

French fries, pizza and similar items accounted for about 11 percent of U.S. adults' caloric intake from 2007 to 2010, on average, down from about 13 percent between 2003 and 2006, the Centers for Disease Control and Prevention said in one of two reports released on Thursday.

Younger adults, black Americans and those who are already obese consumed the highest amounts of such food, which is often high in fat, salt and calories that can doom waistlines.

The CDC found in a separate report that while American children, on average, are consuming fewer calories overall than they used to, the percentage of their calories from artery-clogging saturated fat was still above optimal levels.

Recommended U.S. guidelines suggest that no more than 10 percent of one's daily calories should come from such fat, but American youth took in between 11 percent and 12 percent from 2009 to 2010, data from the CDC's National Center for Health Statistics showed.

Americans' diets and weight is a source of constant scrutiny and research in a country where two-thirds of the population is considered overweight or obese. According to the CDC, 36 percent of U.S. adults, or 78 million, and 17 percent of youth, or 12.5 million, are obese. Another third are overweight.

The slight decline in fast food consumption among adults reflects a growing trend toward healthier options. Many food and beverage companies have revamped their products or created new, healthier options to account for the shift in consumer tastes.

Still, Americans lead the world in calorie consumption. Portion sizes also have increased over the years, coupled with an increasingly sedentary lifestyle, have added up to extra pounds. Complications from obesity include diabetes, heart disease, arthritis and some cancers.

"Previous studies have reported that more frequent fast-food consumption is associated with higher energy and fat intake and lower intake of healthful nutrients," CDC wrote.

Young black adults are especially a concern. Those aged 20 to 39 get more than one-fifth, or 21 percent, of their calories from fast food versus whites and Hispanics in the same age group who get about 15 percent from such foods, CDC found.

Obese and overweight adults also ate more fast food, it added.

Healthy weight is calculated by measuring body mass index, or BMI, using height and weight. For example, a 5-foot, 6-inch (1.7 meter) woman weighing 186 pounds (84 kilograms) would be considered obese as would a 6-foot (1.8 meter) man weighing 221 pounds (100 kilograms).

The CDC also said that American boys aged 2 to 19 took in about 2,100 calories daily during 2009 and 2010, a drop from 2,258 calories in 1999-2000. Girls saw their daily caloric intake fall to 1,755 from 1,831 during the same timeframe.

It is not yet clear how the recent change has affected childhood obesity rates, the agency added.

Among the other findings:

* The consumption of calories from fast food "significantly decreased" with age;

* Fast food consumption was about the same for low-income and higher-income adults;

* More children are eating more protein, except for black girls;

* Carbohydrate consumption is lower among white boys and girls as well as black boys.

Ford Motor Co. is investing $200 million and hiring 450 workers at an auto plant in Cleveland.

The automaker will boost production of its 2.0-liter EcoBlast engine at its Cleveland Engine Plant.

Production of the engine for North America is currently based in Valencia, Spain. The investment in Cleveland will shift North American production to Ohio, while the Valencia Engine Plant will remain the production location of the engine of Europe-built vehicles.

Valencia will continue to produce and ship parts for these engines to North America.

?Cleveland Engine Plant was the first to produce EcoBoost engines and will continue to be a cornerstone of Ford?s strategy to deliver affordable fuel economy for millions,? said Joe Hinrichs, Ford president of The Americas.

The investment in Ohio is the latest for global carmakers. Honda Motor Co. has made several key investments including $100 million into its engine plant in Anna and hiring 100 new workers there. The Anna plant ranks as the largest manufacturing facility in the Dayton region with about 2,400 workers.

General Motors also has invested in operations in Northeast Ohio, where it builds the Chevrolet Cruze, and Chrysler has invested in its Toledo-area operations.

Cuts threaten Obama's entire agenda

President Obama has been highlighting, with increasing urgency, all the ways in which the sequester ? the across-the-board cuts to defense and nondefense discretionary spending scheduled to hit at the end of next week ? would be bad for average Americans and could do serious damage to the economy.

What he hasn't said, but what's abundantly clear from looking at where the cuts would hit, is that the sequester also would make virtually all of Mr. Obama's second-term legislative agenda, including a few items that have Republican support, essentially dead on arrival.

At an event Tuesday with first responders whose jobs could be eliminated by the sequester, Obama spelled out the consequences of allowing the cuts to take effect: "This is not an abstraction," he said. "People will lose their jobs."

That's true. And many of those job reductions are poised to hit in areas where Obama would actually need an increase in federal spending and activity in order to enact the legislative agenda outlined in his inaugural and State of the Union addresses.

Consider immigration reform, one of Obama's top legislative priorities. With a bipartisan group of senators currently working on a bill ? and with the Republican Party looking for new ways to reach out to Hispanic voters ? it appears to have a decent chance of passing. But many conservatives have made clear that they will only support a comprehensive reform bill if it makes securing the border a precondition of giving illegal immigrants a path to citizenship.

And beefing up border security could become all but impossible if the sequester takes effect ? since it will force big cuts in the number of border patrol agents. Last week, Homeland Security Secretary Janet Napolitano told the Senate Appropriations Committee that the sequester will lead to the elimination of 5,000 agents over the next year (out of a total of 17,500). Noting that she'd just spent the previous day testifying before the Senate Judiciary Committee on immigration reform ? where she was repeatedly urged by Republicans to do more on border security ? Napolitano joked that she felt like she was having "a little bit of an out-of-body experience."

Then there's gun control, another top issue for Obama. The gun-control measure that appears to have the most bipartisan support right now is to make background checks mandatory for all gun purchases, including at gun shows. That proposal wins near-universal support from the public, according to polling.

But the sequester could make any proposed expansion of the National Instant Criminal Background Check System (NICS), which conducts criminal background checks on prospective gun buyers, extremely difficult. Why? The NICS is operated by the FBI, and sequestration would hit the FBI directly, reducing the number of agents ? as well as the number of ATF agents and US attorneys ? by an estimated 3,700. According to one report, the cuts could cripple even the current, nonuniversal background-check system by making the checks take longer, making them unavailable on weekends (when most gun shows take place), and allowing more people to slip through the cracks. Likewise, the reduction in US attorneys and ATF agents could make any proposal to crack down harder on gun crime ? another measure often put forward by Republicans as a way to combat gun violence ? a moot point.

Needless to say, other items on the president's agenda that face even stiffer political headwinds, looked at in the context of the sequester, seem even more improbable. Universal preschool? Probably a pipe dream, given that 15,000 teachers and aides would lose their jobs as a result of the sequester ? which, incidentally, would also cut funding for Head Start, the nation's current and popular public pre-school program. Climate change? It's hard to see how that goes anywhere, given that the sequester would slash funding to the Environmental Protection Agency, and would also cut funding to NOAA ? which could impact the nation's ability to accurately predict major weather events like hurricanes.

Of course, there's always the chance that Congress finds a way to restore funding to some of these areas after the sequester hits. But given their current track record, we wouldn't count on it. Which means that the sequester could wind up dictating ? in a major way ? how much, or more accurately how little, of Obama's top priorities ever become law.

ROME -- If opinion polls are right, he's the man headed to win Italy's elections this month.

No, not Silvio Berlusconi, the flamboyant media mogul chased out of office by Europe's debt crisis and attempting a comeback. Nor Mario Monti, the star economist-turned-premier credited by financial circles with saving Italy from ruin.

Grabbing fewer headlines but a greater share of support: Pier Luigi Bersani ? a cigar-chomping former communist with a resume thick with unglamorous posts and almost zero name recognition outside Italy.

His high forehead burrowed in a frown, Bersani came across as looking so stern in early campaign posters that aides had to scramble to replace them with ones showing him smiling. Still, he handily beat the easy-going, rakishly handsome young mayor of Florence, Matteo Renzi, in a primary last fall of their Democratic Party to become the center-left candidate for premier.

'The opposite of Berlusconi'
And that might point to his appeal: Italians seem to find his complete lack of glamour refreshing after the rambunctious Berlusconi years.

"His strongest point is he's the opposite of Berlusconi," said Jonathan Hopkin, a political scientist at the London School of Economics. "Berlusconi is a showman. He (Bersani) is not entertaining."

The ascent of Bersani ? whose camp in late January enjoyed roughly 33 percent support against some 27 percent for the Berlusconi side ? also has much to do with his ability to draw on the former Communist Party's entrenched network of activists, funding and economic connections, such as business cooperatives. The publication of poll results is banned in the last two weeks before elections in Italy.

But in the counterintuitive world of Italian politics, Bersani has long embraced economic liberalization in several stints in government.

As industry minister, Bersani waged an uphill battle to free up such areas of the economy as energy, insurance and banking services.

Even the smallest reform efforts brought resistance. Operators of Italy's gasoline retail network called a strike in 2007 when the government decided to allow supermarkets to sell gasoline. Similar protests frustrated plans to auction off taxi licenses and to allow supermarkets to sell nonprescription drugs such as aspirin. Years later, even Monti had no luck trying to persuade the powerful lobby of pharmacists to surrender their hold on nonprescription drugs.

As transport minister, Bersani branded unions "irresponsible" when an airport ground workers' strike combined with an air traffic controllers' strike on the same weekend train workers walked off the job.

He also worked to undo the center-left's image as supportive of a sprawling state economy, especially in the energy sector. He championed legislation that ended a 37-year-old monopoly by then state-controlled electric utility ENEL.

Born in 1951 ? 15 years to the day after Berlusconi ? Bersani grew up in Emilia Romagna, the affluent north-central region at the heart of Italy's so-called "red belt." There, citizens in cities like Bologna voted for decades for Italy's communists, and later, for the communists' post-Soviet heirs.

Bersani's website shows him posing in a childhood photo with his parents against a backdrop of Esso gas pumps. His father, a car mechanic, ran a gas station.

In his autobiography, Bersani recounts an episode from his childhood that points to what might drive him as a leader.

He once organized a strike of fellow altar boys after the church pastor refused to divvy out to the tips that families left for them after weddings or baptisms. "The pastor would seize the money and buy sweets and nougat bars for us at Easter and Christmas. That didn't seem fair to me."

So during one ceremony, the altar boys took off their cassocks and walked out of the church. "The next Christmas, the pastor gave the boys an equal share of the tips of that year, stipulating one condition: that our mothers knew the exact figure we got."

Fairness is a quality Bersani promises to promote if elected premier: "At the first Cabinet meeting, we have to think about those who have nothing to eat," he told a campaign rally.

Cal coach says no excuse for shoving player

BERKELEY, Calif. (AP) ? California coach Mike Montgomery said Tuesday there was no excuse for him shoving his star player during a game and that the action was completely out of character for him.

"The fact was, I was wrong," Montgomery said on a Pac-12 conference call Tuesday. "Looking back, you can't do that."

Montgomery has been publicly reprimanded by the Pac-12 conference and his own athletic director for pushing Allen Crabbe with both hands during a timeout in the second half of Cal's 76-68 win over Southern California on Sunday night.

After initially downplaying the event by calling it a motivational tactic and saying he would do it again because it worked, Montgomery issued an apology statement later that night and then expanded on that Tuesday.

"There's no excuse," he said. "I've been doing this 31 years. There's no excuse. I know better. It's totally out of character for me. I think things have changed in terms of how you can deal with kids. There's a heightened sensitivity to these kind of things but that doesn't change it. But there's nothing that makes it right. I was wrong. You have to just acknowledge that and push forward."

Montgomery said he called Crabbe's father to tell him he was out of line and that he will address the issue with his team at practice later Tuesday. Montgomery said this incident can be a learning experience for him and his players about the scrutiny they are under and the importance of controlling emotions.

Montgomery said his talk with Crabbe's father was all positive and that his relationship with his star player is good. Crabbe said after the game that emotions were high at the time and Montgomery was just trying to motivate him. Crabbe, the leading scorer in the Pac-12 with an average of 19.8 points, scored 14 points after the shove and led the Bears back from a 15-point deficit to win.

"To try to mitigate or find an excuse or a reason why something like that might happen, doesn't work right now," Montgomery said.

Lost in the hubbub from the controversy of the shove Sunday night is the fact that Cal has been playing its best basketball of late. The Bears have won five of the past six games to get into contention for an at-large bid to the NCAA tournament and to move into a tie for fourth in the conference with Arizona State.

Cal has quality wins over Oregon and Arizona when both teams were ranked in the top 10 and gets another shot at the Ducks on Thursday night when the Bears begin their weekend trip to Oregon.

New tech changes nature of fighting crime

NEW YORK (AP) ? A 911 call comes in about a possible bomb in lower Manhattan and an alert pops up on computer screens at the New York Police Department, instantly showing officers an interactive map of the neighborhood, footage from nearby security cameras, whether there are high radiation levels and whether any other threats have been made against the city.

In a click, police know exactly what they're getting into.

Such a hypothetical scenario may seem like something out of a futuristic crime drama, but the technology is real, developed in a partnership between the nation's largest police department and Microsoft Corp., and the latest version has been quietly in use for about a year.

The project could pay off in more ways than one: The NYPD could make tens of millions of dollars under an unprecedented marketing deal that allows Microsoft to sell the system to other law enforcement agencies and civilian companies around the world. The city will get a 30 percent cut.

The Domain Awareness System, known as the dashboard, gives easy access to the police department's voluminous arrest records, 911 calls, more than 3,000 security cameras citywide, license plate readers and portable radiation detectors. This is all public data ? not additional surveillance.

Right now, it is used only in NYPD offices, mostly in the counterterrorism unit. Eventually, the system could supply crime-fighting information in real time to officers on laptops in their squad cars and on mobile devices while they walk the beat.

"It works incredibly well," said Jessica Tisch, director of planning and policy for the counterterrorism unit.

For example, officers used the system during a deadly shooting outside the Empire State Building in August. Dozens of 911 calls were coming in, and it initially looked like an attack staged by several gunmen. But officers mapped the information and pulled up cameras within 500 feet of the reported shots to determine there was only one shooter.

Analysts are cautious about the potential profits, saying that largely depends on Microsoft's sales efforts and whether any major competition arises. While there other data-drilling products made by other companies, they say the NYPD's involvement could set the dashboard apart.

"This is the kind of stuff you used to only see in movies," said analyst Rob Enderle of Enderle Group, a technology analysis firm. "Getting it to work in a way that police departments can use in real time is huge."

The venture began in 2009 when the NYPD approached Microsoft about building software to help mine data for the Lower Manhattan Security Initiative, a network of private and public cameras and other tools monitored by the department's counterterrorism bureau. Development cost the department between $30 million and $40 million, officials said.

"Usually, you purchase software that you try to work with, but we wanted this to be something that really worked well for us, so we set about creating it with them," said Richard Daddario, the NYPD's deputy commissioner for counterterrorism.

Officers were involved throughout the process with the programmers, offering advice on what they need during an emergency.

"It was created by cops for cops," Tisch said. "We thought a lot about what information we want up close and personal, and what needs to be a click away. It's all baked in there."

The system uses hundreds of thousands of pieces of information. Security camera footage can be rewound five minutes so that officers can see suspects who may have fled. Sensors pick up whether a bag has been left sitting for a while. When an emergency call comes in, officers can check prior 911 calls from that address to see what they might be up against.

Prospective clients can customize it to fit their organization.

Dave Mosher, a Microsoft vice president in charge of program management, said the company started to market the system in August and is looking at smaller municipalities, law enforcement agencies and companies that handle major sporting events.

He would not say whether any clients have been lined up and would not give details on the price except to say that it would depend on how much customization must be done.

Shawn McCarthy, an analyst with the research firm IDC, described the partnership ? and outcome ? as unusual in the tech world. "I see huge potential, but so much depends on the price and competition," he said.

No firm timetable has been set on when the dashboard will be rolled out to the entire 34,000-offficer department.

UFC 158 shuffled after Rory MacDonald injury

When the UFC announced the mostly welterweight line-up for UFC 158, it was near the end of injury-2012. After so many big fights were affected by injury, the UFC wisely prepared in case one of their fighters had to pull out of his bout. It turned out to be a smart move, as Rory MacDonald had to pull out of his bout with Carlos Condit.

Now, Johny Hendricks, who was supposed to fight Jake Ellenberger at UFC 158, is stepping in to face Condit. Ellenberger also has his opponent set. Nate Marquardt saw an opportunity and tweeted:

He later corrected the date of the fight to March 16, but didn't change his sentiment. He still wanted the Ellenberger bout, and got his wish. Marquardt will face Ellenberger at UFC 158. The updated main card now includes the UFC welterweight champ, the former UFC interim champ, and the former Strikeforce champion.

Spike In Marijuana Cases At Eastern Washington University: Other Campuses Taking A Hit Too

CHENEY, Wash ? It's been more than three months since voters in Washington State passed Initiative 502 legalizing marijuana.

But even though the drug is technically legal according to the state, it's still illegal under federal law.? But because they received federal funding, the rules at colleges and universities are different, and most campuses have a zero-tolerance policy.

But that's not stopping students from getting high.

At Eastern Washington University in Cheney, there were 20 drug arrests made during the entire 2011-2012 academic year.? But so far this year, they've already had 28 drug calls ? with several months left to go.

"You can extrapolate that out, and say, if we keep doing that we're going to close to triple our number of drug calls this year," said Deputy Chief Gary Gasseling of Eastern Washington University Police.

But the problem is limited to pot.

"We're seeing an upswing in our alcohol, we're seeing an upswing in our drugs, we're seeing an upswing in our assaults," he added.

EWU is also seeing record-high student enrollment, which may explain some of the numbers.

"Once, I think, they saw the fact that 502 passed, they think, ?Oh it's legal.'? Well read the fine print," Deputy Chief Gasseling also said.

While buying marijuana is still illegal under I-502, the initiative does limit marijuana use to those over 21, not in public, who can have less than an ounce.? But those rules are only for public property.

"The student disciplinary conduct code says you can't be under the influence.? So if you come back onto the campus and you start raising holy heck, guess what?? You're going to go through the process."

He told KHQ most of the cases are happening in residence halls, and usually in very small amounts ? between 1 and 5 grams.? An adult following the legal restrictions of I-502 is allowed to posses roughly 28 grams (1 ounce).

"If they're using in the halls, or they get caught smoking inside the residence halls, they're probably going to get booted out," he explained.? "If they're selling - guaranteed they're going to get kicked out of the residence halls.? They can find somewhere else to live."

EWU Police work closely with police at other campuses, including Washington State University, University of Washington, Western Washington University, and Eastern Washington University, as well as Gonzaga and the Riverpoint campus in Spokane.

Deputy Chief Gasseling said most of those partners are also seeing an uptick in marijuana cases on campus.

"It's not just the drugs, it's the attitude and the choices kids are making right now," he said.? "They're here to get an education."

Shedding new light on infant brain development

Feb. 18, 2013 ? A new study by Columbia Engineering researchers finds that the infant brain does not control its blood flow in the same way as the adult brain. The paper, which the scientists say could change the way researchers study brain development in infants and children, is published in the February 18 Early Online edition of Proceedings of the National Academy of Sciences (PNAS).

"The control of blood flow in the brain is very important" says Elizabeth Hillman, associate professor of Biomedical Engineering and of Radiology, who led the research study in her Laboratory for Functional Optical Imaging at Columbia. "Not only are regionally specific increases in blood flow necessary for normal brain function, but these blood-flow increases form the basis of signals measured in fMRI, a critical imaging tool used widely in adults and children to assess brain function. Many prior fMRI studies have overlooked the possibility that the infant brain controls blood flow differently."

"Our results are fascinating" says Mariel Kozberg, a neurobiology MD-PhD candidate who works under Hillman and is the lead author of the PNAS paper. "We found that the immature brain does not generate localized blood-flow increases in response to stimuli. By tracking changes in blood-flow control with increasing age, we observed the brain gradually developing its ability to increase local blood flow and, by adulthood, generate a large blood-flow response."

The study results suggest that fMRI experiments in infants and children should be carefully designed to ensure that maturation of blood-flow control can be delineated from changes in neuronal development. "On the other hand," says Hillman, "our findings also suggest that vascular development may be an important new factor to consider in normal and abnormal brain development, so our findings could represent new markers of normal and abnormal brain development that could potentially be related to a range of neurological or even psychological conditions."

Functional magnetic resonance imaging, or fMRI, is one of several brain-imaging methods that measure changes in blood flow to detect the presence and location of neuronal activity. In adults, blood-flow increases occur in specific regions of the brain during a particular task like moving your hand or reacting to a stimulus. FMRI relies upon measuring decreases in deoxygenated hemoglobin resulting from this blood-flow increase to understand which parts of the brain are responsible for different actions and emotions. FMRI and other brain-imaging methods are currently being widely used to explore brain development, and to understand disorders in infants and children including autism and ADHD.

"Until now, we had been studying blood flow in the adult brain," Hillman notes, "but we became interested in several studies that reported odd, sometimes negative, blood-flow responses in newborn and premature infants and decided to carefully explore what was different about the immature brain compared to the adult. Initially, I saw these studies as a way to watch how the adult system assembled itself during development. Then we realized how important our findings were to those using brain imaging to study child development and developmental disorders."

The team used a unique multispectral optical intrinsic signal imaging system (MS-OISI) built in Hillman's lab to perform the research. MS-OISI is a high-speed, high-resolution imaging approach that takes advantage of the different absorption spectra of deoxygenated and oxygenated hemoglobin in order to determine changes in the concentrations of each. The researchers found that, with increasing age, there was a gradual development of a localized increase in blood flow, while a strong, delayed decrease in flow was consistently present. Only by adulthood was the positive increase able to balance the decrease in flow.

"Our results suggest that the infant brain might not be able to generate localized blood- flow increases, even if there is neuronal activity occurring, and that the development of blood- flow control occurs in parallel with early neuronal development," says Kozberg. "This could suggest that fMRI studies of infants and children may be detecting changes in both vascular and neuronal development -- in fact, vascular development may be an important new factor to consider in normal and abnormal brain development."

The team also found that the younger age groups were highly sensitive to blood pressure increases in response to stimulation and that these increases can cause large increases in blood flow across the brain. "This finding indicates that the newborn brain is also unable to regulate its overall blood-flow levels," Kozberg explains. "This could explain earlier fMRI results in infants and children that were sometimes positive and sometimes negative, because it is difficult to tell whether blood pressure increases are occurring in infants and children. This result suggests that great care should be taken in setting stimulus thresholds in young subjects."

The researchers add that, since the newborn brain appears to be able to sustain itself without tightly controlled blood flow, their findings suggest that the infant brain may be intrinsically more resistant to damage due to a lack of oxygen than the adult brain. "This could be an important property to understand, both in terms of understanding how best to treat blood-flow problems in the newborn infant brain, which can cause lifelong problems such as cerebral palsy, and to potentially better understand how to treat the adult brain in conditions such as stroke," Hillman observes.

"Our lab operates at the intersection of neuroscience and engineering," continues Hillman." Not only do we develop the imaging systems that let us investigate the living brain in new ways, but like all engineers, we're fascinated with figuring out 'how things work,' and the brain is no exception."

Next steps for Hillman and her team include further defining the cellular mechanisms underlying the developing hemodynamic response at a cellular and microvascular level, using methods such as high-speed and multi-plane in-vivo two-photon microscopy, another technique developed in the lab. They're particularly interested in tracking changes in neuronal activity, microvascular architecture and connectivity, and the distribution and activity of other cellular populations thought to be associated with neurovascular coupling as a function of development.

"This will help us understand how the neonatal brain is different, and better understand how mature blood-flow control mechanisms in the adult brain work," says Kozberg. Adds Hillman, "We are also keen to take this research into the clinic and explore whether our findings could improve diagnosis and monitoring of newborn infants. Our findings so far feel like just the tip of the iceberg. There is so much more for us to do now to understand why the infant brain is so different, and how we can use our findings to improve understanding of a wealth of devastating childhood and developmental conditions."
