New book questions preferential legal treatment of religious liberty ...

The Western democratic practice of singling out religious liberty for special treatment under the law is not in sync with the world we live in today, argues University of Chicago Law School professor Brian Leiter in his new book, Why Tolerate Religion?

All people, both religious and non-religious, maintain core beliefs about what they feel they absolutely must do? a category Leiter calls ?claims of conscience.? In the book, Leiter, the Karl N. Llewellyn Professor of Jurisprudence, explores whether there are good reasons for the tendency to grant legal exemptions to religious claims of conscience while largely rejecting non-religious claims.

?The current status quo is predicated on a fundamental inequality,? Leiter said. For example, he says a boy might be permitted to carry a dagger to school as part of his Sikh religion, but the same dagger would not be allowed if it were part of a family tradition.

?Namely, your claim of conscience counts if it is based in religion,? Leiter said. ?My claim of conscience doesn?t count if it is not based in religion. That, it seems to me, is a pernicious and indefensible inequality in the existing legal regime.?

Historical roots

Leiter first became interested in the preferential treatment religion receives under the law as a professor at the University of Texas-Austin. He began to consider the place of religion and toleration in society after noting how conservative Christians in the state sought to influence politics and public education.

The origins of religious toleration can be traced back hundreds of years to the European wars of religion, a time when people were killed over religious differences, says Leiter. That turmoil gave way to greater acceptance of diverse religions, an important achievement of Western democracies.

However, the West?s preferential treatment for religious toleration is not in step with changing times, Leiter argues.

?While we understand the historical reasons why our constitution singled out religion and religious liberty 200-plus years ago, in the world we live in today, you don?t have to be religious in order to have a conscience,? he said.

In leading philosophical literature, Leiter found compelling moral arguments for the important role toleration plays in general in a society. He explores the arguments of John Rawls, who defends liberty of conscience as a basic right, and the utilitarian arguments of John Stuart Mills, who views the toleration of differing views as crucial in society?s search for truth and knowledge.

?Both schools of thought reach the same conclusion: that liberty of conscience is sufficiently important to individuals, that a just and decent society is going to protect a sphere for the liberty of conscience,? said Leiter.

Conversely, Leiter could not find an equally forceful argument as to why religious conscience has been treated as more deserving of protection. Two factors make religious beliefs distinctive from other claims of conscience: certain beliefs in every religion are not evidence-based, and some beliefs provide followers with ?existential consolation,? helping them cope with suffering and death. He argues that neither the Rawlsian nor Millian arguments would warrant a special legal status for beliefs with these characteristics over other conscientious beliefs.

The way forward

While some might wish there was a way to grant exemptions to all claims of conscience, this would lead to almost insurmountable practical problems, Leiter said.

?It would be tantamount to legalizing civil disobedience,? he said, explaining that while courts can verify a person?s involvement in a religion and that religion?s particular beliefs, non-religious claims would be much more difficult to verify.

?We don?t have a way to peer into a man?s soul to see if his claim of conscience is really a legitimate claim of conscience.?

Leiter said courts still should monitor for laws that arise from intolerance ? he cites France?s ban on headscarves worn by Muslim women as an example. But avoiding laws motivated by intolerance is different from granting special religious exemptions from neutral laws. Such special treatment for religion often defeats society?s promotion of the general welfare, he said.

In the case of vaccination laws, for example, the widespread granting of religious exemptions has led to the return of previously rare diseases, such as whooping cough. Leiter argues that the fairest path forward is to allow no exemptions, religious or otherwise, that challenge laws promoting the public good, unless those exemptions can be made without shifting burdens onto others.

?Doesn?t the state have the right to pass laws that are supposed to promote the general welfare without having to carve out exemptions that basically undermine the promotion of the general welfare?? Leiter said, ??If we start carving out exemptions, we defeat the purposes of those legitimate objectives.?

Former rebels besiege Libyan premier's office

TRIPOLI, Libya (AP) ? About 200 former rebel fighters in Libya have besieged the prime minister's office, demanding that he resign.

The militia members, who did not threaten violence, want Prime Minister Ali Zidan to step down in accordance with a political isolation law banning members of the former regime from political life.

He served as an ambassador under Moammar Gadhafi, who was ousted in an eight-month civil war.

The law is controversial because it bans anyone who worked with Gadhafi from 1969 until he was killed in 2011.

The prime minister's convoy was seen moving around the capital, Tripoli, last week with more security guards than usual ? after an influx of militias from around the country.

Colbert's sister wins primary in S.C.; Sanford in runoff

CHARLESTON, S.C. (AP) ? Former South Carolina Gov. Mark Sanford advanced Tuesday to a runoff in the Republican contest for an open congressional seat, taking a step toward reviving a political career that was derailed by an extramarital affair while he was governor.

"Are you ready to change things in Washington?" Sanford, flanked by his four sons, asked a boisterous crowd at a restaurant in Charleston's historic district. "I'm incredibly humbled by the outpouring of support we have seen tonight."

With all precincts reporting, unofficial results show Sanford received about 37 percent of the vote in the southern coastal district. It was unclear who he would face in the April 2 GOP runoff.

Former Charleston County councilman Curtis Bostic held a slim lead over state Sen. Larry Grooms for second place. But the margin is so narrow, less than one percent, that it will trigger an automatic recount. Teddy Turner, the son of media mogul Ted Turner, trailed Bostic and Grooms.

The eventual Republican candidate will square off in the May 7 general election against Democrat Elizabeth Colbert Busch, the sister of comedian Stephen Colbert. She won the Democratic primary for the seat, handily defeating perennial candidate Ben Frasier.

"My pledge is to you. You are my only cause. I will fight to improve your lives and the lives of your children," Colbert Busch told supporters across town.

Tuesday was Sanford's first run for office since a 2009 scandal in which he acknowledged an affair. After disappearing and telling his staff he was out hiking the Appalachian Trail, he returned to the state to reveal that he was in Argentina with a woman he later become engaged to after divorcing his wife, Jenny. She briefly weighed a bid for the congressional seat herself but decided against it.

Mark Sanford, who vied against 15 other Republican candidates on Tuesday, said it was "a treat and a blessing" to be back on the ballot.

The 1st Congressional District seat became vacant last year when Republican Gov. Nikki Haley appointed then-U.S. Rep. Tim Scott to the U.S. Senate seat vacated by Republican Jim DeMint, who resigned to head The Heritage Foundation.

Wearing a gray windbreaker, Sanford walked alone up the street and up a flight of stairs to the building with the polling place in Charleston's historic district. He represented the district in Congress from 1994 to 2000, before he was elected governor.

"Casting your vote wasn't that hard," he laughed, but then added, "It's a very significant race for me in a lot of different ways."

Sanford said after voting that life can be a series of course corrections.

"We all hope for a second chance. I believe in a God of second chances," Sanford said. "On a professional level, we have had a couple of months to talk about the issues. In that regard it has been a treat and a blessing."

Sanford, who spent months apologizing to groups around the state after he revealed his affair, said when he announced for his old congressional seat that the apology tour was over. Known for his frugality as both a congressman and governor, he has been spending the campaign talking about getting the nation's fiscal house in order.

With Sanford's campaign war chest and name recognition, Tuesday's race was largely for second place.

Minutes before Sanford voted, state Rep. Chip Limehouse cast his ballot at the same polling place. Limehouse, who spent almost $500,000 on the race, said he was sure Sanford would make the runoff and hoped he would be in second place.

"Purely by name ID, the governor has an advantage going into today. I'm not sure that goes past today," he said.

Before finishing fourth, Turner was optimistic after voting at an armory in nearby Mount Pleasant.

"This race has been exciting all along because we started at zero," said Turner, making his first run for political office. "We have made our way as high as you can go in this race because you're not going to pass Sanford in the primary."

For Colbert Busch, the race was the fulfillment of a dream she has had since a young child.

"What an incredible opportunity. God bless America that we can do this," she said earlier Tuesday, adding that if she won, she would have two weeks to concentrate on the campaign while the Republicans in the runoff battle each other. "That is a real advantage."

Turnout was low, as expected in a special primary.

Hands-on treatment improves chronic low back pain, reduces medication use

Mar. 18, 2013 ? The numbers are staggering. More than 632 million people worldwide suffer from low back pain, and it is a leading cause of disability. According to the Institute of Medicine, one-third of all Americans suffer from chronic pain, which exceeds the number of people who are affected by heart disease, diabetes and cancer combined. In the United States alone, approximately 100 million adults are affected by chronic pain, and the economic costs of medical care and lost productivity total more than $550 billion annually.

"Chronic low back pain is an important component of these costs, " said John Licciardone, D.O., executive director of The Osteopathic Research Center at the UNT Health Science Center in Fort Worth (UNTHSC) and author of a study published today in the Annals of Family Medicine. "Our research offers hope in the form of a hands-on treatment that provides moderate to substantial improvement in pain, and that reduces the use of prescription medication."

This study, conducted at UNTHSC, used osteopathic manual treatment (OMT) and ultrasound therapy to treat chronic low back pain in 455 adults. Patients in the study who received ultrasound therapy did not see any improvement, but the patients who received OMT did see significant improvement in pain, used less prescription medication and were more satisfied with their care over the 12 weeks of the study than those patients who did not receive OMT.

In study patients who received OMT, nearly two thirds had a 30 percent reduction in their pain level, and half had a 50 percent reduction in their pain level. Patients received six treatments during the course of the study.

"One of the great benefits of OMT is that it has few side effects compared with other common treatments for low back pain that often involve serious side effects," Licciardone said. "In our study, patients who had higher levels of pain saw even greater reductions in pain. Thus, not only does OMT work to reduce pain, it seems to work even better in people who experience higher pain levels. These are the very people who are often treated with potentially addictive drugs such as OxyContin and Vicodin, epidural steroid injections or surgery. If we can reduce the use of these drugs and invasive procedures by helping people to feel better with a hands-on treatment that has few side effects, that is a plus for our patients, and it makes a significant contribution to the management of chronic pain."

Licciardone explained, "People will frequently ask how OMT is different from chiropractic care or physical therapy. While some of these techniques may be similar to those used in our study, our comprehensive approach using a combination of techniques that were aimed at the lower back and adjacent body regions, provided more pain relief when compared to results of previous studies."

"For more than 100 years, osteopathic physicians have focused on the relationship between structure and function in the human body. Using these interrelationships to diagnose and treat patients has helped patients get better, and now we have scientific evidence that these methods produce moderate to substantial benefits in treating chronic low back pain, which is notoriously difficult to manage," he added.

Licciardone concluded, "Now that we have evidence of moderate to substantial pain relief and a reduction in the use of prescription medications over 12 weeks, we need to look at a longer follow-up period to see if we can maintain or improve these results."

4 reasons not to upgrade to Samsung's Galaxy S 4

After months of anticipation, Samsung finally unveiled its new flagship for 2013: the Galaxy S 4, available at the end of April. The Galaxy S3?s successor will come packed with a 1.9-GHz quad-core Qualcomm 600 processor for U.S. models, a 5-inch Super AMOLED 1080p display and a host of new gesture-based features. But if you own a Galaxy S III, there are some reasons to sit this upgrade out.

No, Samsung?s third-gen Galaxy S phone doesn?t follow your eyes for pausing video, and you can?t use both cameras at the same time, but is upgrading to the S 4 really worth the price? Here are four reasons you should reconsider rushing out to buy Samsung?s ?Next Big Thing.?

1. The design isn?t much different

Samsung has made a few subtle aesthetic alterations to the Galaxy S 4, but it still looks nearly identical to the Galaxy S III. The new flagship comes with the same soft rounded edges and plastic frame that you?ll find on the S III, but with a slightly slimmer and lighter chassis and slightly larger screen.

The S 4 is 0.31 inches thin, marking a 0.4-inch difference from the 0.35-inch S III. It also comes with a larger 5-inch screen compared to the S III?s 4.8-inch display. You?ll be able to feel and see these differences when the phone is in your hand, but don?t expect a dramatic overhaul in terms of design.

2. The Galaxy S4?s software is coming to the Galaxy S III

Over the past year Samsung has made an effort to create a seamless user experience across all Galaxy flagships. For example, at the end of 2012 the Galaxy Note 2?s multi-window feature landed on the Galaxy S III, and we can expect a similar pattern with the S 4?s features.

Nick DiCarlo, Samsung?s vice president of portfolio planning, told PCMag that ?anything we can do that?s not dependent on hardware like infrared, we?ll definitely bring to all the flagship devices.? This means that the S 4?s camera improvements aren?t likely to make it to the S III, but other additions such as S Health, S Translator and Group Play could be available on the S III in the future.

Plus, you can enjoy a handful of the S 4?s new features via apps in the Google Play store. For example, the free runtastic Pro app uses GPS to track your movements and how many calories you?ve burned, just like S Health. Additionally, cable providers such as Time Warner offer apps that pair your smartphone with your cable box so it functions as a remote control, similar to the S 4?s WatchOn feature.

3. You?re not getting Samsung?s fastest processor

Samsung will be launching two versions of its Galaxy S 4. The U.S. version will feature a 1.9-GHz Qualcomm Snapdragon 600 processor, while the international edition will get Samsung?s 1.6-GHz octa-core Exynos chipset. While this is still an upgrade from the Galaxy S III?s 1.5-GHz dual-core CPU, overseas buyers will be getting 8 cores. There?s a reason why you can?t get Samsung?s own latest and greatest CPU ? it doesn?t support integrated 4G LTE ? but that doesn?t mean we have to like it.

4. The screen isn't much brighter

We had the chance to measure the brightness of the Galaxy S 4?s display, and the results weren?t impressive. The S 4?s 5-inch Super AMOLED screen registered at 258 lux, which is brighter than the S III?s 213 lux display, but way below the 299 lux category average. By comparison, the HTC One registered 463 lux on our light meter, and the iPhone 5 got 525 lux.

Bottom line
The Galaxy S 4 will undoubtedly be one of the best-selling smartphones of 2013, but it?s important not to get lost in Samsung?s promotional hype. The S 4 comes with the types of innovations that have pushed Samsung to sell 100 million Galaxy S handsets worldwide, but take a look at what you?re really getting for your money before you decide if this device is right for you.

CARSON, Calif. (AP) ? Timothy Bradley went down in the first round and again in the last, getting battered in every corner of the chilly outdoor ring by an unheralded Russian opponent with none of Manny Pacquiao's reputation or esteem.

Bradley absorbed every shot and countered nearly every blow with punishment of his own, fighting on wobbly legs to a victory that should boost his reputation and career in a way that beating Pacquiao never did.

Bradley overcame an early round thrashing and a last-minute knockdown to win a narrow unanimous decision over Ruslan Provodnikov on Saturday night, defending his WBO welterweight belt in dramatic style.

With steam rising from his shaved head on a frigid Southern California night, Bradley (30-0) barely survived a thriller with the Freddie Roach-trained Provodnikov (22-2) in the champion's first bout since winning a much-debated split decision over Pacquiao last June.

Few fans believed that verdict ? but nobody could doubt Bradley's heart now.

"I gave it everything I had," Bradley said. "Every ounce I had, I gave."

Bradley appeared to be out on his feet at times the opening two rounds against his Russian challenger, even tumbling to the canvas in a first-round fall that was ruled an accidental slip. Bradley then was forced to take a knee with 10 seconds left in the 12th round after one last barrage from Provodnikov.

But Bradley also punished Provodnikov with multiple shots all night, causing huge cuts and swelling on the face of the "Siberian Rocky," who excelled in the biggest fight of his career.

Judges Marty Denkin and Jerry Cantu scored the bout 114-113 for Bradley, and Raul Caiz Sr. favored Bradley 115-112. The Associated Press also scored it 114-113 for Bradley on the strength of his middle-round dominance.

"He's much more powerful than Pacquiao," Bradley said. "He hits harder, and has shorter punches. He's a great puncher, and I take my hat off to him."

Bradley guessed he might have a concussion after absorbing dozens of big shots from Provodnikov, who pressed the action all night. Roach thought the ruling on Bradley's fall in the first round probably cost Provodnikov the decision, but praised both fighters' gutsy performances.

Provodnikov eagerly accepted this title shot after Cuba's Yuriorkis Gamboa turned it down. The aggressive Russian has been a sparring partner for Pacquiao at Roach's Wild Card Gym, but had never faced a fighter with Bradley's accomplishments.

"I was the clear winner," Provodnikov said through a translator. "I hurt him. I knocked him down. I don't know what else to do."

Bradley's tenacity and resourcefulness could redefine a fighter who got no credit for beating Pacquiao, the former pound-for-pound champion and global superstar. Few observers agreed with the two judges' decisive ruling in Las Vegas, and Bradley couldn't land a rematch with the Filipino congressman.

After beating Provodnikov with remarkable style, Bradley even might have won over his own promoter, Bob Arum.

"This is how the old-timers used to fight," said Arum, who ripped the Pacquiao decision last year. "You used to see these fights in the '50s and the '60s all the time. It's not only winning a fight in boxing. You have to be an attraction."

Bradley had a reputation as a headfirst, unexciting fighter with little power after stopping just one of his previous 11 opponents, but few decision victories in recent boxing history have been more spellbinding than the 12 rounds fought by Bradley and Provodnikov.

"He's going to be a world champion someday," Bradley said. "He's a very strong puncher because he steps into his punches and he hits really hard. It was a really difficult fight. I want to show him by those exchanges that I wasn't afraid of him. That's why I kept trading with him. I didn't want to show any fear. I can brawl and box with anyone."

The pro-Bradley crowd south of downtown Los Angeles was stunned when Provodnikov repeatedly rocked the champion in the first two rounds, leaving Bradley woozy and uncertain on his feet while the Russian whaled on him. Bradley didn't lose a point when he fell to the canvas in the first round in what appeared to be a knockdown missed by referee Pat Russell ? and the champion appeared to be senseless on his feet again while Provodnikov pounded him into the ropes late in the second round.

"It was a very close fight," Roach said. "Bradley had some good rounds also, but I thought we had at least three 10-8 rounds in there. I can't complain about a close loss, but I felt that we had bigger punches."

Bradley finally got his legs in the third round and began fighting with more strategy and caution. It all disappeared again in the final minute of the sixth round, when Provodnikov tempted Bradley into a vicious brawl featuring dozens of punches with both hands from both fighters, leaving Bradley defiantly spitting blood while yelling at Provodnikov after the bell.

Provodnikov again attempted to force the action, but Bradley backpedaled and picked him apart, causing cuts and swelling across his face. Bradley opened a serious cut near Provodnikov's left eye, leaving the challenger apparently fighting on will.

But Provodnikov rallied for one last assault in the 12th round, and Bradley repeatedly staggered backward and bounced off the ropes. With Provodnikov desperately pressing forward, Bradley bent down and took a knee while the clapper sounded for the final 10 seconds of the round, allowing Bradley to barely make it to the bell.

"I'm just really proud of my guy right now," Roach said. "He's crying in the dressing room. I told him, 'Go ahead, cry. At least you care.' I think he made himself a star in America and Russia tonight. People like fights like that. I know I do."

Earlier, welterweight Jessie Vargas (22-0) recovered from an early knockdown and won a unanimous decision over Wale Omotoso (23-1) in an entertaining undercard bout at the Home Depot Center.

50 years after the Fourth Shinobi war came the death of Naruto through a dire illness. His body weakened, and Chakra depleting over the months. Eventually it came the sad age when Naruto life finally ended...through betrayal. It was a savage Jutsu in which not even the nine-tails could stop for the time being. The only thing Naruto could do would release the seal entrusting the Nine-tails to do what he must to save the village from the protector. However... when finally released it was consumed with hatred suddenly unleashing his wrath against the leaf village in thought that they were the ones who killed his host. What came to be of this tragic event was a young girl's parents believing the right thing to do would be to seal away the beast among their child would be the only way to save the village once more. Such events took place after seemingly making her live a lonesome life yet now as twelve years passed. She still struggles yet seems to want to progress among her life through all the hardships. What kind of friendships will be made? How will the story play out? Will the girl's life end up in happiness or will the Kyuubi consume and make her betray the leaf?!

The roleplay begins upon the Ninja academy's first day yet also among the same day comes the kage meeting. The land's relationship although they allied for the last war. They still remain on edge against each other some of the Kage's are neutral but others have a darker side that they show towards other villages. I expect a variety among the Kages whether they be secretly evil or one could be incredibly nice and whole hearted. This roleplay will go by arcs and there may be time skips depending on events that take place.

Now guys I know you can look at this to be "Oh god, another Naruto RP...". In a way yes it is but I want this to follow a story line. I can't promise that things you may see haven't been done but I will say that as a GM. I will try to keep things interesting. The most i can say about my RP is that, things that happen in the Manga will remain true. I will keep things balanced as much as i can and will let no character become to powerful. Even the nine-tailed girl. Although a lot of things has happened to Naruto because he was the main character in the manga.. There wont be as much benefits unless we the roleplayers in the group make it such. Sure she may go nine-tailed form once in awhile and become powerful but she will be stoppable. Communicating multiple identities | International Business News ...

Of all the many things written about Venezuela?s late president Hugo Chavez last week, Gabriel Garcia Marquez?s observation stood out for me.

Marquez is quoted to have said of meeting Chavez? ?I was overwhelmed by the feeling that I had just been travelling and chatting pleasantly with two opposing men. One to whom the caprices of fate had given an opportunity to save his country. The other, an illusionist who could pass into the history books as just another despot.?? As Martin Kettle in the Guardian points out this is an important insight into the complexities of the man and the divided passions he generated among followers and critics.

It is however interesting that many profiles, reviews and comments failed to acknowledge either the complexity of the man or the conflicting identities of the leader, opting instead for a simple, (some would say simplistic) story ? either Chavez the ?people?s hero? or Chavez the ?dictator/villain?.

This got me thinking about the way we frequently like to see our leaders and the way we are encouraged by their PR machines and the media to see them ? in terms of simple, mono-dimensional stories. But isn?t it precisely their complexity , conflicting identities and complex value system that make a leader, a person,? interesting, real, worth knowing? And isn?t it the honesty, mindfulness, and transparency with which a leader deals with this complexity in front of his or her followers that gets us to trust and respect them, even if we don?t like them,? more so than any amount of well crafted, ?focus grouped?? rhetoric?

Recent research into leadership authenticity has shown precisely that (see video).? One of the examples frequently discussed in this context is Hilary Clinton?s ?breaking down? during the democratic nomination campaign.? When we see Hilary, for the first time in public becoming emotional and personal and showing her vulnerability, many of us who perhaps had not connected with her previously carefully cultivated ?ice maiden? persona, see someone we can finally warm to.

It will be a mistake to think, as perhaps Marquez suggests that what we have here is two different people ?a? divided, confused personality.Rather what we see in the Hilary Clinton case as perhaps with Chavez, ?is a leader who is multifaceted and therefore more real, more interesting and perhaps more persuasive because of this. Not a single story, but a coherent, multiple, compelling narrative. We might not agree with their politics, or even like the person, but we can respect and accept their authenticity as a leader.

Congressman Hosts Fundraiser for Scandal-Plagued Colleague, But Won't Show Up

Even though he's hosting a fundraiser next week for the campaign of scandal-plagued Rep. Scott DesJarlais of Tennessee, Rep. John Kline of Minnesota is distancing himself from the event, with a spokesman claiming he never planned to attend in the first place.?

Kline, the chairman of the House Education and Workforce Committee, was listed as a host of the fundraiser, as his office confirmed. The invitation also said Reps. Tom Price of Georgia, Darrell Issa of California, Frank Lucas of Oklahoma, Steve Scalise of Louisiana, and Jim Jordan of Ohio would be attending as special guests.?

"Congressman Kline has a working relationship with all of his committee members," Kline's aide said when asked why the congressman agreed to host but would not attend the event. Kline's office pointed out that it's not unusual for congressmen to host events and not attend them. Later, his spokesman Troy Young said Kline could not attend because he had other fundraising events on his schedule.?

Kline is considered a possible Republican challenger to Democratic Sen. Al Franken in Minnesota.?

DesJarlais made headlines last October when news reports surfaced that the congressman, a medical doctor, had an affair with a patient and encouraged her to have an abortion. He won reelection in 2012, but could face several credible Republican primary challengers in 2014. State Sen. Jim Tracy has already declared he?s running. State Reps. Joe Carr and Kevin Brooks are also reportedly considering a run.

Strategists in Washington and Tennessee believe that DesJarlais is vulnerable if he faces only one primary challenger, but has better odds if the primary field is crowded, because candidates can win without receiving an outright majority of the vote.

The 4th District was redrawn to favor Republicans in 2010, but now includes the cities of Murfreesboro and Cleveland, which favors Tracy if he decides to run, according to Oscar Brock, a Tennessee Republican Party executive committee member. DesJarlais is from the more rural, less populous part of the district.

That, coupled with the scandal, makes winning more difficult for the incumbent, who came into office during the 2010 Republican wave. Brock said many donors are less inclined to back DesJarlais this time around, whereas last time the election was imminent when the news broke.

Republican Senator Rob Portman has announced his support for same-sex marriage, saying he reversed his position on the divisive social issue after his son came out as gay.

?I have come to believe that if two people are prepared to make a lifetime commitment to love and care for each other in good times and in bad, the government?shouldn't?deny them the opportunity to get married,? Portman wrote in an op-ed published Friday in the Columbus Dispatch.

?That isn?t how I?ve always felt. As a congressman, and more recently as a senator, I opposed marriage for same-sex couples. Then something happened that led me to think through my position in a much deeper way," Portman wrote in the op-ed.

The decision came after long consideration, the Ohio lawmaker told newspapers from his home state on Thursday. Portman?s 21-year-old son Will, who is a junior at Yale University, discussed his sexual orientation with Portman and his wife in 2011, the senator said.

His son said that his sexuality was ?not a choice, it was who he is and that he had been that way since he could remember,? Portman told Cleveland.com during an interview in his Washington, D.C. office.

?It allowed me to think of this from a new perspective, and that?s of a dad who loves his son a lot and wants him to have the same opportunities that his brother and sister would have ? to have a relationship like Jane and I have had for over 26 years,? Portman told reporters during that interview.

Portman?s changed stance comes amid spreading support for same-sex marriage. Forty-eight percent of Americans supported same-sex marriage in 2012, up from 35 percent a decade ago, according to a Pew Research Center analysis from Dec. 2012.

Arguments challenging the Defense of Marriage Act, which Portman voted for in 1996, are due to be heard before the Supreme Court later this month.

Portman was considered a potential vice presidential candidate to run with Mitt Romney in the last presidential election, and acted as a surrogate for the Romney campaign in the important swing state of Ohio.

Prominent Ohio conservative Senator Rob Portman, once considered for Mitt Romney's running mate, is speaking out about gay marriage in support of his son, who is gay, just as Romney gets set to give his first public speech since the election today. NBC's Peter Alexander reports.

Portman told Romney that his son was gay, the senator said in an interview with CNN??that aired Friday.

?I told Mitt Romney everything,? Portman said of the vetting he underwent last year. ?That process is, intrusive would be one way to put it. But, no, yeah, I told him everything.?

Mitt Romney adviser Beth Myers, who led the vice presidential vetting process, confirmed to NBC News Friday morning that that the campaign was aware Sen. Rob Portman's son was gay as they vetted him for the number 2 job ? but that the situation played "no role whatsoever" in Romney's decision about who to pick as his running mate.

"It did not play a role," she said. Myers said that Portman told the campaign about the fact that his son was gay.

Myers said Portman called her on Thursday evening to tell her about his decision to switch his position and come out in support of gay marriage.

In the interview with Cleveland.com, Portman said that he believes the issue of same-sex marriage is ?more generational than it is partisan.? He said that former Vice President Dick Cheney, whose daughter is a lesbian, told him to ?do the right thing, follow your heart.?

Portman said he also considered his Christian faith, which led him to decide that ?in a way, this strengthens the institution of marriage.?

?The overriding message of love and compassion that I take from the Bible, and certainly from the Golden Rule, and that fact that I believe we are all created by our maker, that has all influenced me in terms of my change on this issue,? Portman said, according to Cleveland.com.

?Especially proud of my dad today,? Will Portman tweeted on Friday with a link to the Columbus Dispatch op-ed.

The announcement came the same day as fellow Republican Senator Marco Rubio reiterated his opposition to same-sex marriage at a conservative gathering.

?Just because I believe that states should have the right to define marriage in a traditional way does not make me a bigot,? Rubio told the Conservative Political Action Conference on Thursday.

(AP) ? Ieng Sary, who co-founded Cambodia's brutal Khmer Rouge movement in 1970s, served as its public face abroad and decades later became one of its few leaders to face justice for the deaths of well over a million people, died Thursday. He was 87.

His death came during the course of his trial with two other former Khmer Rouge leaders by a joint Cambodian-international tribunal. He had been in declining health before tribunal spokesman Lars Olsen confirmed he died Thursday morning.

Ieng Sary founded the Khmer Rouge with leader Pol Pot, his brother-in-law. The communist regime, which ruled Cambodia from 1975 to 1979, claimed it was building a pure socialist society by evicting people from cities to work in labor camps in the countryside. Its radical policies led to the deaths of an estimated 1.7 million people from starvation, disease, overwork and execution.

Ieng Sary was foreign minister in the regime, and as its top diplomat became a much more recognizable figure internationally than his secretive colleagues. In 1996, years after the overthrown Khmer Rouge retreated to the jungle, he became the first member of its inner circle to defect, bringing thousands of foot soldiers with him and hastening the movement's final disintegration.

The move secured him a limited amnesty, temporary credibility as a peacemaker and years of comfortable living in Cambodia, but that vanished as the U.N.-backed tribunal built its case against him.

The Khmer Rogue came to power through a civil war that toppled a U.S.-backed regime. Ieng Sary then helped persuade hundreds of Cambodian intellectuals to return home from overseas, often to their deaths.

The returnees were arrested and put in "re-education camps," and most were later executed, said Youk Chhang, director of the Documentation Center of Cambodia, an independent group gathering evidence of the Khmer Rouge crimes for the tribunal.

As a member of the Khmer Rouge's central and standing committee, Ieng Sary "repeatedly and publicly encouraged, and also facilitated, arrests and executions within his Foreign Ministry and throughout Cambodia," Steve Heder said in his co-authored book "Seven Candidates for Prosecution: Accountability for the Crimes of the Khmer Rouge." Heder is a Cambodia scholar who later worked with the U.N.-backed tribunal.

Known by his revolutionary alias as "Comrade Van," Ieng Sary was a recipient of many internal Khmer Rouge documents detailing torture and mass execution of suspected internal enemies, according to the Documentation Center of Cambodia.

"We are continuing to wipe out remaining (internal enemies) gradually, no matter if they are opposed to our revolution overtly or covertly," read a cable sent to Ieng Sary in 1978. It was reprinted in an issue of the center's magazine in 2000, apparently proving he had full knowledge of bloody purges.

"It's clear that he was one of the leaders that was a recipient of information all the way down to the village level," Youk Chhang said.

Ieng Sary was arrested in 2007, and was tried with Nuon Chea, the Khmer Rouge's chief ideologist, and Khieu Samphan, an ex-head of state, in monthslong proceedings that began in late 2011 on charges including crimes against humanity, war crimes and genocide.

Ieng Sary's wife, former minister for social affairs Ieng Thirith, also had been charged but was ruled unfit to stand trial because she suffered from a degenerative mental illness, probably Alzheimer's disease.

Only one other former Khmer Rouge official has been put on trial: former prison chief Kaing Guek Eav, who was sentenced to life in prison.

Prime Minister Hun Sen has openly opposed additional indictments of former Khmer Rouge figures, some of whom have become his political allies.

Pol Pot himself died in 1998 in Cambodia's jungles while a prisoner of his own comrades.

Ieng Sary declined to participate in his trial, demanding that the tribunal consider the pardon he received from Cambodia's king when he defected in 1996. The tribunal, formally known as the Extraordinary Chambers in the Courts of Cambodia, previously ruled that the pardon does not cover its indictment against him.

He denied any hand in the atrocities. At a press conference following his defection, he said Pol Pot "was the sole and supreme architect of the party's line, strategy and tactics."

"Nuon Chea implemented all Pol Pot's decisions to torture and execute those who expressed opposite opinions and those they hated, like intellectuals," Ieng Sary claimed.

Ieng Sary was born Kim Trang on Oct. 24, 1925, in southern Vietnam. In the early 1950s, he was among many Cambodian students who received government scholarships to study in France, where he also took part in a Marxist circle.

After returning to Cambodia in 1957, he taught history at an elite high school in the capital, Phnom Penh, while engaging in clandestine communist activities.

He, Ieng Thirith, Pol Pot and Pol Pot's wife eventually formed the core of the Khmer Rouge movement. Pol Pot's wife, Khieu Ponnary, also was Ieng Thirith's sister; she died in 2003.

Pol Pot was known as "Brother No. 1", Nuon Chea as "Brother No. 2" and Ieng Sary was "Brother No. 3."

In August 1979, eight months after the overthrow of the Khmer Rouge by a Vietnam-led resistance, Ieng Sary was sentenced in absentia to death by the court of a Hanoi-installed government that was made up of former Khmer Rouge defectors like Hun Sen, the current prime minister. The show trial also condemned Pol Pot.

Since he was in charge of the Khmer Rouge guerrilla movement's finances, Ieng Sary was believed to have used his position to amass personal wealth.

On Aug. 8, 1996, a Khmer Rouge rebel radio broadcast announced a death sentence against him for embezzling millions of dollars that reportedly came from the group's logging and gem business along the border with Thailand. But the charge appeared to be politically inspired, recognition that he was becoming estranged from his comrades-in-arms.

He struck a peace deal with Hun Sen and days later led a mutiny of thousands of Khmer Rouge fighters to join the government, which was a prelude to the movement's total collapse in 1999.

As a reward, Hun Sen, who has ruled Cambodia almost unchallenged for the last two decades, secured a royal amnesty for Ieng Sary from then-King Norodom Sihanouk, who himself was a virtual prisoner and lost more than a dozen children and relatives during Khmer Rouge rule. The government also awarded Ieng Sary a diplomatic passport for travel.

Between his defection and arrest, Ieng Sary lived a comfortable life, dividing time between his opulent villa in Phnom Penh and his home in Pailin, a former Khmer Rouge stronghold in northwestern Cambodia.

He and some of his former aides in the Khmer Rouge, intellectuals who were in a second generation of the group's leadership, made a short-lived attempt at forming a legal political movement.

That's the combined total for Android 4.0 Ice Cream Sandwich and Android 4.1/4.2 Jelly Bean. Still fewer than half of all Android devices are running 4.x and newer, though. Last month, Android 4.x devices represented 42.6% of the total, and this month's number shows a small uptick of 2.5 percentage points.

The percentage of devices running Android 4.0 Ice Cream Sandwich actually dropped for the second month in a row, from 29% to 28.6%. A small dip, to be sure, but a dip just the same. Android 4.1 Jelly Bean and 4.2 Jelly Bean both saw increases. Android 4.1 climbed from 12.2% to 14.9%, and Android 4.2 inched up from 1.4% to 1.6%. Together, Android 4.1 and 4.2 Jelly Bean account for 16.5% of all Android devices. Jelly Bean's growth can largely be attributed to devices being updated from Android 4.0 to Android 4.1, as few new Android 4.1 devices reached the market during February.

Android 4.0 Ice Cream Sandwich was introduced in October 2011. Jelly Bean was announced in June 2012 (4.1), and later updated in October 2012 (4.2). Most of the devices running version 4.2 carry the Nexus brand, which is a small number compared to more widely available handsets.

The fact that Ice Cream Sandwich has reached just 29% of Android devices is a testament to how long it takes to fit the operating system into hardware and get it approved by wireless network operators, a process that typically consumes months. In fact, Android 4.0 appears to have peaked, as it retreated the last two months while Android 4.1/4.2 grew. Fewer devices are being updated from Android 2.3 to Android 4.0. Instead, devices in the market now are being updated from Android 4.0 to Android 4.1. Most new phones ship with Android 4.1 installed.

The groan-worthy part is that Google is just two months from announcing yet another version of Android. Google is expected to debut Android 5.0 Key Lime Pie at its I/O developer conference in May.

Apple's success rate at convincing iPhone and iPad users to update is much better. For example, Apple released iOS 6.1 on January 28. Within 36 hours, more than 22% of all iOS users had adopted it. Further, since iOS 6 was released in September 2012, 60% of all iOS devices have updated to the newest system. That's in stark contrast to how new versions of Android are adopted by Android hardware makers. Google will point out that it sells far more devices, and has developer momentum in its favor.

The rest of the Android OS field continues to dwindle. Gingerbread (Android 2.3) dropped from 45.6% to 44.6%. Gingerbread has long been the most-deployed version of Android, but it is finally retreating into the distance. Android 2.2 Froyo runs on 7.6% of all Android devices, Android 2.1 Eclair powers 1.9%, and Android 1.6 Donut runs on just 0.2% (the same as February). The percentage of devices running Android 1.5 Cupcake has apparently dropped to a number so low that Google no longer reports it.

Google deduces the percentage of devices running different Android versions by analyzing which devices access the Google Play Store over a 14-day period. It reports these findings once per month.

Student attends US Department of Agriculture national forum ...

Murray State recently honored senior agriculture business student, Samantha Anderson, for her invitation to the USDA Agricultural Outlook Forum Student Diversity Program in Arlington, Va., Feb. 21-22.

Anderson was one of 20 students nationwide selected to attend the event.

The students invited to the diversity program were selected based on their responses to an essay on agriculture as a career.

Not only was Anderson the only student selected from Kentucky, but her essay has been posted on the USDA website as one of three examples of a winning essay.

Tony Brannon, dean of the Hutson School of Agriculture, said he is proud of Anderson?s achievements and is glad she was able to represent Murray State.

?For Samantha to be selected for this prestigious conference is a great honor for her, for our school of agriculture and for Murray State,? Brannon said. ?I am especially proud of Samantha not only because she was accepted for the program, but also because her application was posted on the website as the example of a winning essay.

Anderson?s essay discusses growing up on her family?s seventh-generation tobacco farm and about how her family?s business has taught her about responsibility and learning from one?s mistakes. She also discussed today?s many options for those pursuing careers as agriculturists and about how they are no longer limited to production.

Anderson said she is very grateful for her experience at the diversity program, and she encourages future students to take advantage of such an opportunity.

?To represent Murray State and the state of Kentucky at the 2013 Agriculture Outlook Forum was an amazing honor,? Anderson said. ?I am grateful for the experience that I had in Washington D.C., and I hope to see future students at Murray State take advantage of this wonderful opportunity.?

She said the multiple networking opportunities and the education on future trends in agribusiness and agricultural policy were not the only benefits of her experience at the diversity program.

Prior to the forum, the participants in the Student Diversity Program were able to tour a USDA research farm in Beltsville, Md., and hear from speakers from the U.S. Department of Agriculture.

Anderson said she is grateful for all those who have contributed to her success in agriculture. She is also looking forward to seeing how the diversity program will affect her future career in agriculture.

?I am appreciative for those in my life who have encouraged me to succeed at Murray State, especially Brannon, Christy Watkins and Rhea Ann Wright,? Anderson said. ?For my career, being selected allowed me to interact and make contacts with leaders in agriculture policy.?

ANKARA (Reuters) - U.S. Secretary of State John Kerry on Friday criticized a comment by Turkey's prime minister likening Zionism to crimes against humanity, as the disagreement cast a shadow over talks between the NATO allies.

Kerry, on his first trip to a Muslim nation since taking office, met Turkish leaders for talks meant to focus on the civil war in neighboring Syria and bilateral interests from energy security and Iran's nuclear program to counter-terrorism.

But the comment by Turkish Prime Minister Tayyip Erdogan at a U.N. meeting in Vienna this week, condemned by his Israeli counterpart, the White House and U.N. Secretary-General Ban Ki-moon, has clouded his visit.

"We not only disagree with it, we found it objectionable," Kerry told a news conference with Turkish Foreign Minister Ahmet Davutoglu, saying he raised the issue "very directly" with Davutoglu and would do so with Erdogan.

Erdogan told the U.N. Alliance of Civilizations meeting in Vienna on Wednesday: "Just as with Zionism, anti-Semitism and fascism, it has become necessary to view Islamophobia as a crime against humanity."

The Turkish prime minister's caustic rhetoric on Israel has in the past won applause from conservative supporters at home but raised increasing concern among Western allies.

Kerry said Turkey and Israel were both key U.S. allies and urged them to restore closer ties.

"Given the many challenges that the neighborhood faces, it is essential that both Turkey and Israel find a way to take steps ... to rekindle their historic cooperation," Kerry said.

"I think that's possible but obviously we have to get beyond the kind of rhetoric that we've just seen recently."

Washington needs all the allies it can get as it navigates the political currents of the Middle East, and sees Turkey as a key player in supporting Syria's opposition and planning for the era after President Bashar al-Assad.

Ties between Israel and Turkey have been frosty since 2010, when Israeli marines killed nine Turks in fighting aboard a Palestinian aid ship that tried to breach Israel's blockade of the Gaza Strip.

"If we must talk about hostile acts, then Israel's attitude and its brutal killing of nine of our civilian citizens in international waters may be called hostile," Davutoglu said, adding Turkey had always stood against anti-Semitism.

"No single statement carries a price higher than the blood of a person ... If Israel wants to hear positive statements from Turkey it needs to reconsider its attitude both towards us and towards the West Bank," he told the news conference.

Turkey has demanded a formal apology for the 2010 incident, compensation for victims and their families and for the Gaza blockade to be lifted. Israel has voiced "regret" and has offered to pay into what it called a "humanitarian fund" through which casualties and relatives could be compensated.

SUPPORT FOR SYRIAN OPPOSITION

Erdogan appeared displeased when Kerry arrived late for their evening talks, remarking there was not much time left, according to a U.S. pool reporter who attended the picture-taking session at the start of the meeting.

Kerry, in turn, apologized, saying that he had a good meeting with Davutoglu, according to the pool reporter.

Erdogan, speaking through an interpreter, replied that they "must have spoken about everything so there is nothing left for us to talk about." In a joking tone of voice, Kerry said: "We need you to sign off on everything."

Turkey's relations with the United States have always been prickly. And Erdogan's populist rhetoric, sometimes at apparent odds with U.S. interests, is aimed partly at a domestic audience wary of Washington's influence.

But the two have strong common interests. Officials said Syria would top the agenda in Kerry's meetings with Erdogan and President Abdullah Gul, building on the discussions in Rome between 11 mostly European and Arab nations within the "Friends of Syria" group.

After the Rome meeting, Kerry said on Thursday the United States would for the first time give non-lethal aid to the rebels and more than double support to the civilian opposition, although Western powers stopped short of pledging arms.

Turkey has been one of Assad's fiercest critics, hosting a NATO Patriot missile defense system, including two U.S. batteries, to protect against a spillover of violence and leading calls for international intervention.

It has spent more than $600 million sheltering refugees from the conflict that began almost two years ago, housing some 180,000 in camps near the border and tens of thousands more who are staying with relatives or in private accommodation.

Washington has given $385 million in humanitarian aid for Syria but U.S. President Barack Obama has so far refused to give arms, arguing it is difficult to prevent them from falling into the hands of militants who could use them on Western targets.

Turkey, too, has been reluctant to provide weapons, fearing direct intervention could bring the conflict across its borders.
