Emergency Communication Network Equipment

?In an interesting IT Government tender, the Commonwealth represented by the Department of Foreign Affairs and Trade is seeking a contractor to provide Emergency Communications Equipment to be deployed at particular locations overseas over a period of five years.

?DFAT?s Emergency Communication Network requires equipment that is independent of the local infrastructure communication to provide service to a varied amount of staff, buildings and vehicles in emergencies or general administration situations within variable geographical locations and risks.

?Emergency communications equipment that is independent of local infrastructure communication means thinking outside the square for most of us.

?A communication system is made up of devices that employ one of two communication methods (wireless or wired), different types of equipment (portable radios, mobile radios, base/fixed station radios, and repeaters), and various accessories (examples include speaker microphones, battery eliminators, and carrying cases) and/or enhancements (encryption, digital communications, security measures, and interoperability/networking) to meet the user needs.

?For practical purposes, a communication system can be considered to be ?wired? or ?wireless? (e.g., conventional telephone, radio communications, etc.).

A wired system is technically known as a hard-line system and can be thought of as a localized, private telephone system that uses wires to operate over a limited area.

?A wireless system uses radio frequencies to ?connect? users and is capable of operating over a much larger geographical area than a hard-line (wired) system.

?Amateur radio is often used as a means of emergency communication when wire line, mobile phones and other conventional means of communications fail. Amateur radio operators are experienced in improvising antennas and power sources and most equipment today can be powered by an automobile battery.

Amateur radio operators can use hundreds of frequencies and can quickly establish networks tying disparate agencies together to enhance interoperability.

Recent examples include the September 11 attacks on the World Trade Centre and Hurricane Katrina in September 2005, where amateur radio was used to coordinate disaster relief activities when other systems failed.

The largest disaster response by U.S. amateur radio operators was during Hurrican Katrina which first made landfall as a Category 1 hurricane went through Miami, Florida on August 25, 2005, eventually strengthening to Category 5.

?The IT government tenders currently advertised by the Australian Department of Foreign Affairs is open for consideration until the 15th of August 2011.
